
On April 3, 2026, President Trump signed an executive order titled “Urgent National Action to Save College Sports.” This order is aimed at tending to the “chaos,” as the administration described the state of college sports right now. The main goals of this order are to reconstruct the transfer portal, eligibility rules, and financial aspects of college athletics. The order targets covered institutions, which are universities that generate more than 20 million dollars annually from athletics. By using federal authority, the NCAA and other top leagues will be required to create a steady set of rules for transfers and pay by Aug. 1, 2026.
A huge focus of this order is to end the current era of unlimited transfers from school to school for athletes. This means that under this order, college athletes will only be allowed one “free” transfer during their college career. Any athlete looking for a second transfer must have obtained a four-year degree. This will make it much harder for athletes to transfer, and the athletes will have less of a “fallback plan” when choosing a school to compete at. With that, the order is also enforcing a strict 5 year eligibility cap. This will help prioritize athletes’ education, as this allows them not much time to linger to keep competing at the collegiate level.
College sports turning into professional leagues is a concern, with the changes that have been made to college sports regarding money and transfers within the last decade. Though schools are permitted to pay players through revenue sharing, schools will now be required to handle this money transparently. Women’s and Olympic sports will receive protection with this. The order states that cutting scholarships and funding for women’s sports to use the money for football or basketball programs is not allowed.
This order is forcing a very fragmented and separated industry into one, unified model, which will soon be college sports. Keeping the original structure of college sports is the main goal. Setting the ambitious deadline of Aug. 1, 2026, change will have to happen fast under this order. This order ensures that going forward, the government will have a role in regulating player pay and transfers to ensure that the college sports world remains a place for equal opportunity in all aspects of sports for everyone.
